Earlier the bill for providing legislative powers to the authority for collection of biometric knowledge and issuing matchless identification numbers to all residents, was put off by the Parliamentary Standing Committee on Finance headed by former finance minster Yashwant Sinha in December.
The bill was rejected by the Parliamentary panel in view of lack of proper groundwork, unjustified cost, and instance failure of such exercises in other countries.
While the Home Ministry had raised doubts over the authenticity of knowledge collected by UIDAI, the Planning Commission pitched for the project arguing that it was necessary for inclusive development.

For instance, the Committee also noted that the government has “admitted that no committee has been constituted to study the financial implication of the UID scheme; and 9b0 comparative costs of the aadhar number (UID number) and various existing ID documents are also not available.”

Unique Identification Number later renamed as Aadhaar number, is an initiative of Unique Identification Authority of India (UIDAI) of the Indian government to create a unique ID for every Indian resident. Aadhaar is a 12-digit unique identification (UID) number, stored in a centralised database and linked to the basic demographics and biometric information – photograph, ten fingerprints and iris – of each individual.

Several leading activists have been opposing the UID card because of several serious reasons. For instance the UID project seeks to gather data of all the citizens of India at such a huge scale when there is no data protection law in place in the country. More importantly there have been several cases where the data collectors of the UID cards are anti-social elements, who have reportedly sold the data to local stakeholders.

Activists have been opposing the UID scheme also because it has the potential to become a tool for ‘exclusion’ particularly in the case of date misuse. For instance, if the date gets leaked, it can be misused to identify and target a particular group like religious or linguistic minorities. For instance in case of any communal riot, there are apprehensions that the data can be misused to identify and target a minority group.

Even though the government had recognized the need for a law to deal with security and confidentiality of information, imposition of obligation of disclosure of information in certain cases, impersonation at the time of enrolment, investigation of acts which constitute offenses and unauthorized disclosure of information, the Unique Identification (UID) project was allowed to march on without any such protection being put in place. This disdain for the law has been characterized by the Standing Committee as ‘unethical and violative of the Parliament’s prerogatives.’

That’s why the Standing Committee also noted that while the UIDAI was constituted on January 28, 2009 without parliamentary approval, and the UID numbers were began to be rolled out in September 2010, the Detailed project Report of the UID Scheme was done much later in April 2011.

These private contractors distributed the work among 150 subcontractors, who then set up about 2,200 centres across the state. The guidelines state that the operators or supervisors recruited to run the centres have to clear a UIDAI test. But contractors managed to set up centres where only a few members had cleared the test.
Meanwhile, in a recent meeting, minister for food, civil supplies, legal metrology and consumer affairs, D Sridhar Babu said that Aadhar cards would be useful in future to receive government benefits and in other transactions.

Aadhar Card Role In Delivering Healthcare

The unique identification card (UID) would open up a whole new dimension in healthcare in the country, according to Mr Nandan Nilekani, Chairman of the Unique Identification Authority of India (UIDAI). Mr Nilekani was speaking on the theme “Aadhar and its role in delivering universal healthcare” at the special plenary session on the first day of the 8th India Health Summit organised by Confederation of India Industries (CII) at New Delhi.
Explaining the applications of the UID, Mr Nilekani said most Indians do not have birth certificates or any other proof of identity and added to this is the problem of migration or mobility. This poses a problem for an individual in availing any facility or service. The UID system being put in place in India would help eliminate this problem, Mr Niilekani said. With internet facilitating accumulation and analysis of large volumes of data, these records can prove of immense use both for the individual as well as the medical practitioners, the UIDAI chairman said. Pointing out that 125 million persons have already been enrolled for UID and the figure going to grow by 600 million in the next two and a half years, Mr Nilekani said this would help keep and examine records.
Explaining, he said it would enable and streamline delivery of healthcare facilities like immunisation. At present it is often not known what all has a child been immunised for, especially if he travels elsewhere with his parents. The records stored under his UIID would eliminate this problem. At the same time, with large volumes of data records of people, it would be possible to see trends of diseases, building up of any epidemic and monitor functioning of health care operators in real time, Mr Nilekani pointed out. Thanking Mr Nilekani for opening up “a whole new stream”, Dr Naresh Trehan, Chairman, CII National Committee on Healthcare, said in light of all this, the medical fraternity would need to make use of the opportunity provided by the Aadhar system, work with the government on this and make the necessary tie ups to put systems in place for making use of the opportunity.

"The state government intends to make the plan serves as the social security pension (Treasury Department), the irrigation pump sets (energy), belonging to society (cooperative apartment), Bhagyalakshmi project (department of women and child development), LP gas connections and BPL cards (food and supplies department of civil aadh) and the scheme of Rural Employment Guarantee (RDPR) enabled. 

Aadhaar card is expected to help the government to stop leakage of subsidy in these flagships, "he said.

Now, a aadhaar card to identify the property

Come January next year and the State government will launch ''Urban Property Ownership Record (UPOR)''scheme in Bangalore, wherein unique legal property ownership identity cards will be issued to property owners.

The UPOR will soon be a must for all land-related transactions. “We will start the initiative in Bangalore by first selecting 50 wards of the Bruhat Bengaluru Mahanagara Palike. An estimated four lakh properties will be taken up in the first phase. We plan to start issuing UPORs within the next eight to nine months,” Rajeev Chawla, Secretary (Bhoomi and UPOR), told reporters in Bangalore on Saturday. The move is akin to Aadhar numbers which serve as unique identity to citizens. The Department of Survey Settlement and Land Records has already started UPOR pilot project in Mangalore, Bellary, Mysore, Hubli-Dharwad and Shimoga in public private partnership mode.

The UPOR will have the map of the property, its GPS coordinates, history of previous ownership, mutation of property records in case of sale/partition among others.

“In urban areas, unlike in rural, clear ownership data and titles are not available. The UPOR will serve as legal ownership documents for urban properties. The card would be required for all land-related transactions and can be procured from citizen services centres by the end of next year,” Chawla said.

The task of urban property records will consist of surveying and mapping of all properties, verification of ownership, changes in records due to new construction, change in land use and mutation of records in case of sale and partition. Chawla said the department plans to cover all the 16 lakh properties in Bangalore in the next two years. The process of collecting and computerising property data of 25 lakh properties in Mangalore, Bellary, Mysore, Hubli-Dharwad and Shimoga is in full swing, the officer said.

As the UPOR project involves mapping and measuring of all properties, it will also help in detecting encroached properties. “In Mysore, survey shows that there are 2.75 lakh properties, while the city corporation had only 1.75 lakh properties recorded”, Chawla pointed out.

All departments must accept as proof card UID: State

The state departments refuse to accept cards as proof UID on 29 October, the General Administration Department has issued revised indicating that it is mandatory for all departments aadh accept cards as proof of age and residence. "We have taken note of the report on the row and the revised law have been issued. As a result, all departments have been asked to ensure that aadh cards are accepted as proof of age and residency," said a senior official. 

Recently, when a resident had approached Borivli the transportation office for registering a new vehicle, he said aadh cards were not accepted as proof of age and residence. He was informed that a voter card or passport is a valid document for the purpose

Aadhaar card must for LPG refills

The Ministry of Petroleum and Natural Gas has been an amendment to its Liquefied Petroleum Gas (Regulation of Supply and Distribution) Act, 2000 making the unique identification number (UID) in the project aadh that use LPG refills. 

The move is aimed at preventing multiple connections and using cylinders on behalf of others and clean the LPG customer base, as the government was spending heavily on subsidies for domestic LPG cylinders. 

With people not interested in making use of UID cards aadh, the movement of oil and natural gas ministry is expected to increase enrollment in aadh. 

The Ministry in its circular dated October 13, 2011 has announced the amendment of the Rules of LPG supply and distribution order 2011. The Ministry's decision to raise oil companies in aadh card distributors of spare parts which make use has been published in the Gazette of India vide notification dated September 26. 

The order has come into force from the date of publication of the official notification. 

The decision to make aadh UID has been taken by the exercise of powers conferred under section 3 of Essential Commodities Act, 1955 (10 of 1955). 

The modified order reads: No distributor of a Government oil company supply cylinder LPG to households unless the head of household aadh provides the number of each household member to the dealer within three months from the notification of each zone. 

Notice of this area means an area notified for receiving registration number aadh. Many large cities in western Tamil Nadu was the subject of notification of registration aadh in June and July 2011. 

Officials of the oil companies in western Tamil Nadu, when contacted said that dealers had been asked to raise consumer awareness about the need to use the number aadh too early to make use of an uninterrupted supply of LP gas filling . 

Consumers will be given a reasonable time to comply with the directive.
